Munich centre-back Holger Badstuber receives his first call-up to the Germany squad since November 2012, while midfielder Ilkay Gundogan returns for the first time in almost two years.
Badstuber last featured for Germany in the 4-4 draw against Sweden in November 2012 before suffering a knee injury that ruled him out for almost two years.
In August 2013, Gundogan was forced out of the game against Paraguay in Kaiserlautern with a back injury that would rule him out for 14 months.
"Both have put an incredibly longer period of suffering behind them," Low said. "I was touched to see Holger and Ilkay back on the ball, and I am impressed how soon they have returned to their old class.
"It's admirable how they coped with their situations. They have worked hard and, despite several setbacks, never lost their optimism."
